Windows Can T Find Steam.exe

May 20, 2001

My girlfriend's steam hosed up a while back and she's been utterly unable to fix it since. While it was still installed, it had started spitting out 'Windows cannot find C:Program FilesSteamSteam.exe. Make sure you have typed the name correctly, and then try again.' Now, I know it was installed, because she'd been using it previously for a long time without incident. I checked the folder for her and ran through all the Steam troubleshooting poo poo, had her reinstall over the existing install, had her uninstall then delete the leftover registry keys then reinstall cleanly, then went to Steam support. We ran through their basic boilerplate including updating drivers and crap, then got directed to basically do what we'd already done by deleting the registry keys and folders, beyond that the last response she got from them was basically 'welp' vv
Having done all that, she's still getting the same error. It's a Windows 10 Home install, all caught up with regard to updates and such. She's also getting those stupid 'your system administrator has blah blah' errors about being in a domain rather than a workgroup on various things pertaining to permissions in Windows despite the fact she's the admin account. Could that be causing the issue? I've been unable to fix that for her despite trying several different step by step walkthroughs. It happened roughly around the time of the 1801 update.
